The House concurrent resolution No. R-155 celebrates the 25th anniversary of Westgate Housing Inc. (WHI) in Brattleboro, recognizing its significant role in providing affordable housing and fostering community involvement among its residents. Originally constructed in 1971 as a 98-unit rental complex under a U.S. Department of Housing and Urban Development contract, Westgate faced potential gentrification and rent increases after the initial 20-year period. In response, the Westgate Tenants Association organized in the 1990s to preserve their homes, leading to the successful purchase of the property by a coalition of nonprofit organizations and residents in 2000, which established WHI to manage the complex.
Since its formation, WHI has maintained affordable rents and ensured resident participation in management, achieving a fully resident-controlled board by 2009. This unique structure has fostered a strong sense of community pride and engagement, making Westgate one of the few resident-controlled rental housing developments in the U.S. The resolution expresses the General Assembly's congratulations to WHI for its accomplishments and directs the Secretary of State to send a copy of the resolution to the organization.
