The House concurrent resolution No. R-155 celebrates the 25th anniversary of Westgate Housing Inc. (WHI) in Brattleboro, recognizing its significant role in providing affordable housing and fostering community involvement among its residents. Originally constructed in 1971 as a 98-unit rental complex under a U.S. Department of Housing and Urban Development contract, Westgate faced potential gentrification and rent increases after the initial 20-year period. In response, the Westgate Tenants Association organized in the 1990s to preserve affordable housing, leading to the successful purchase of the property in 2000 by a coalition of nonprofit organizations and residents, resulting in the establishment of WHI.

Since its formation, WHI has maintained affordable rents and ensured resident participation in management, achieving a 100% resident membership on its board by 2009. This unique structure has made Westgate one of the few resident-controlled rental housing developments in the U.S., fostering a strong sense of community pride and engagement. The resolution concludes by congratulating WHI on its milestone and directing the Secretary of State to send a copy of the resolution to the organization.
