The resolution honors Charles Buttrey, a criminal defense and personal injury attorney from Thetford, Vermont, who has made significant contributions to both the legal field and his community. After graduating from Vermont Law and Graduate School, Buttrey practiced law in Norwich before joining a law firm in Lebanon, New Hampshire. He has dedicated a substantial portion of his career to defending clients, particularly those who are indigent and often marginalized by society. His creative advocacy in the courtroom has aimed to prevent incarceration and fines for his clients, while he also engages in personal injury law to maintain the financial viability of his practice.

In addition to his legal work, Buttrey has served as the indoor track coach at Thetford Academy, leading his team to a Division II championship in 2025. He recently earned a graduate degree in theology and plans to continue advocating for criminal justice reform through volunteer work and legislative efforts, even as he steps back from active legal practice after 38 years. The resolution expresses the General Assembly's appreciation for Buttrey's contributions and directs the Secretary of State to send him a copy of the resolution.
