The bill establishes the Office of New Americans Study Committee in Vermont, tasked with making recommendations for the creation of an independent Office of New Americans. The Committee will consist of various members, including the Director of the Vermont Refugee Office as Chair, representatives appointed by the Commissioner of Labor and the Executive Director of the Office of Racial Equity, and six members appointed by the Governor, one of whom must be a New American with lived experience. The Committee is required to study and report on demographic, economic, and public health data regarding New Americans, successful approaches to providing government services in other states, barriers to workforce participation, and the proposed structure and funding of the new office.

The Committee is mandated to submit a written report to relevant House and Senate committees by September 1, 2026, detailing its findings and recommendations. It may create subcommittees and will receive administrative and technical assistance from the Agency of Human Services. Members will be compensated for their participation in meetings, and the Committee will dissolve upon submitting its report or on September 1, 2026, whichever comes first. The act takes effect upon passage.
