The bill S.50 proposes to amend current laws regarding solar net metering projects by increasing the size of projects that qualify for expedited registration. A new section, Sec. 1a, is introduced to address the ownership of renewable energy credits associated with net metering systems.

Under this new provision, the Public Utility Commission (PUC) will permit customers who own net metering systems commissioned between January 1, 2023, and July 1, 2025, to change their decision regarding the retention of renewable energy attributes. Customers will have the opportunity to transfer these attributes to their utility by submitting a request to the PUC by September 2, 2025. This change aims to provide more flexibility for customers in managing their renewable energy credits.
