Born on September 5, 1924, in Bennington, Mattison served in the U.S. Army during World War II, participating in the Normandy Campaign and earning a Purple Heart and the French Medal of Honor for his bravery. After his military service, he returned to Bennington and dedicated 40 years to the local police department, ultimately rising to the rank of captain and serving as acting chief.

To celebrate his centennial, a festive event was held in September 2024, attended by family, friends, and colleagues. During this celebration, the Bennington Sheriff announced the establishment of an annual $1,000 scholarship in Mattison's honor for individuals pursuing a career in law enforcement. The resolution expresses the General Assembly's congratulations to Mattison and directs the Secretary of State to send him a copy of the resolution.
