The House Concurrent Resolution honors the memory of James H. Colvin, a prominent figure in Bennington's community and public service. Colvin, a native of Bennington, had a diverse career as an educator, entrepreneur, and public servant. He taught science, served as a guidance counselor, and was the principal of Molly Stark Elementary School. In addition to his educational contributions, he owned and operated local businesses, including the Bennington Car Wash and Bennington Express Lube. His public service began in 1979 as a member of the Bennington Select Board, where he also served as chair, and he later held various roles, including town manager and moderator.

Colvin's political career included two terms in the Vermont House of Representatives, where he chaired the House Committee on Commerce. He continued his commitment to public service as an assistant judge in Bennington County for over two decades. Colvin passed away on September 20, 2024, at the age of 77, leaving behind his wife, daughters, and grandchildren. The resolution expresses the General Assembly's condolences to his family and directs the Secretary of State to send a copy of the resolution to them.
