The House concurrent resolution No. R-23 honors Vermont's communications union districts (CUDs) for their leadership and efforts in providing high-quality fiber-optic service to rural communities. Recognizing the importance of reliable broadband as a critical utility for economic development, education, telehealth, and remote work, the resolution highlights the establishment of CUDs in 2015 to address the rural broadband crisis. These unique municipal subdivisions, currently numbering nine, empower local governance by placing control of fiber-broadband assets in the hands of representatives from each town within the district.
The resolution commends the dedication and collaboration of CUD leadership, staff, and volunteers in developing fiber-optic infrastructure, which has significantly reduced the number of internet addresses lacking adequate broadband service from 100,000 to 20,000. It calls for the General Assembly to formally recognize the contributions of CUDs and directs the Secretary of State to send copies of the resolution to each CUD, the Vermont Community Development Board, and Governor Philip B. Scott.
