The House concurrent resolution honors the memory of Robert Louis Picher, a distinguished former Clerk of the Vermont House of Representatives, who served from 1963 to 1993 and briefly in 2002. Picher was recognized for his dispassionate, informed, and nonpartisan approach to his role, which earned him the presidency of the American Society of Legislative Clerks and Secretaries in the 1980s. A lifelong resident of Winooski, he had a notable educational background, including degrees from Assumption College and Georgetown University Law School, and served his country as a combat platoon leader in World War II and during the Korean Conflict, eventually rising to the rank of Lieutenant Colonel in the Vermont National Guard.

In addition to his legislative career, Picher was a respected lawyer and public servant, holding various positions including Executive Clerk to the Governor and Secretary of Civil and Military Affairs. He was actively involved in his local community, serving on the zoning board and as a justice of the peace. Picher was also passionate about music and religion, participating in his church and community chorus. He passed away on May 10, 2024, at the age of 99, leaving behind a legacy of service and dedication to his family and community. The resolution expresses condolences to his family and directs the Secretary of State to send a copy to them.
