The House of Representatives of Vermont has passed a concurrent resolution in memory of Robert Louis Picher, a former Clerk of the House who served from 1963 to 1993 and briefly in 2002. Picher was recognized for his dispassionate, informed, and nonpartisan approach to his role, which earned him the presidency of the American Society of Legislative Clerks and Secretaries in the 1980s. A lifelong resident of Winooski, he had a distinguished educational background, including degrees from Cathedral High School, Assumption College, and Georgetown University Law School.
In addition to his legislative service, Picher had a notable military career, serving as a combat platoon leader in World War II and later achieving the rank of Lieutenant Colonel in the Vermont National Guard. He was also involved in local governance and community service, holding various positions such as zoning board member and justice of the peace. Picher passed away on May 10, 2024, at the age of 99, leaving behind a legacy of public service and community involvement. The resolution expresses condolences to his family and directs the Secretary of State to send a copy to them.
