The Senate of Vermont has proposed a temporary resolution, designated as Rule 44A, which outlines the handling of bills that do not meet specific crossover dates, namely March 14, 2025, and March 21, 2025. Under this rule, any bill that fails to meet these deadlines will be referred to the Committee on Rules, with certain exceptions for key measures such as the transportation capital bill, capital construction bill, fee bill, and tax/revenue bills.

Additionally, the Committee on Rules has the authority to release any bills referred to it for further consideration by the appropriate committee or to place them on the Notice Calendar. Any bills still under the Committee on Rules when the adjourned session convenes will also be redirected to the relevant committee or placed on the Notice Calendar. This temporary rule will remain in effect until the convening of the adjourned session.
