Peterson of Clarendon, Williams of Barre City, and Wood of Waterbury Whereas, in an exemplary career during which she found time to earn a master’s degree in public administration from Norwich University, Mary Moulton has served with distinction at the most senior levels in Vermont’s mental health organizations, and Whereas, her life as a respected mental health counselor and administrator began in
1990 at Washington County Mental Health Services as an emergency services clinician on
the mobile crisis team, and Whereas, in 2005, Mary Moulton was promoted to the directorship of intensive care services where, to no one’s surprise, she performed her duties magnificently; and, in 2010,
she was deservedly named the organization’s chief of operations, and Whereas, in 2011, after Tropical Storm Irene devastated many Vermont communities,
Mary Moulton’s career at Washington County Mental Health Services was paused when State officials requested that she be granted a leave of absence to assume a leading role at
the Department of Mental Health (the Department), initially as deputy commissioner and,
subsequently, as commissioner, and Whereas, Mary Moulton’s primary mission at the Department was to oversee the implementation of 2012 Acts and Resolves No. 79, “An act relating to reforming Vermont’s mental health system,” and she supervised the development of law enforcement and crisis team training, a process in which she remains engaged, and Whereas, in 2013, Mary Moulton became Washington County Mental Health Services Executive Director, and she has also coordinated the State’s Behavioral Health Disaster Response Team, and Whereas, in 2024, Mary Moulton is concluding her remarkable tenure at Washington County Mental Health Services, now therefore be it Resolved by the Senate and House of Representatives:
That the General Assembly honors Washington County Mental Health Services Executive Director and former Commissioner of the Department of Mental Health Mary Moulton of Moretown on her extraordinary leadership, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to
Mary Moulton.
