U.S. Marine Corps Officer Candidates School, concluding his military service with the rank of captain, and the skills and discipline Tim Hayward learned as a U.S. Marine were foundational in his life’s pursuits, and Whereas, early in his civilian career, Tim Hayward was employed as a senior analyst-
programmer at the National Life Group and subsequently led the Vermont Bankers Association, and Whereas, his political and public service résumé included membership on the Middletown Republican Town Committee and the party’s Washington County and State committees, and Whereas, Tim Hayward represented his Middlesex neighbors for a term in the House of
Representatives; and, for 17 years, he served on the Middlesex School Board; and,
statewide, he managed former Congressman and U.S. Senator Jim Jeffords’s first congressional campaign and served in senior roles throughout Governor Dick Snelling’s first four terms, and Whereas, in the fall of 2002, Governor Jim Douglas appointed Tim Hayward to lead the new administration’s transition team, and he served with distinction as chief of staff for the entire Douglas administration; and, in 2016, Governor-Elect Phil Scott selected Tim Hayward to lead the transition team, and Whereas, an avid outdoor recreation enthusiast, Tim Hayward was an Adirondack 46er and twice, years later, joined his sons as they separately completed this goal; he ran every road in Middlesex, climbed Hunger Mountain hundreds of times, and ran in the Vermont
100 on 100 Relay Race, and Whereas, Tim Hayward died on March 17, 2024 at 82 years of age, leaving his wife of
55 years, Susan Cady, and their children and grandchildren, now therefore be it VT LEG #376865 v.1

Resolved by the Senate and House of Representatives:
That the General Assembly extends its condolences to the family of Timothy Yeatman Hayward, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to
the family of Tim Hayward.
