Poultney, Morrissey of Bennington, Notte of Rutland City, Peterson of Clarendon, Roberts of Halifax, and Shaw of Pittsford Offered by: Senators Collamore, Weeks, and Williams Whereas, the all-too-short life of Jessica Ebbighausen had been one of youthful joy and optimism, and Whereas, this Class of 2021 Rutland High School graduate was the enthusiastic goalie on the field hockey team, and she enjoyed skating and practicing karate and had earned her brown belt, and Whereas, Jessica Ebbighausen, since the age of nine, had a keen interest in pursuing a law enforcement career, which was advanced through her completion of the Stafford Technical Center’s Public Safety & Criminal Justice program and an internship with the Rutland Police Department, and Whereas, upon graduation, the Rutland Regional Medical Center hired her as a security officer, but she aspired to serve in a law enforcement organization, and Whereas, in the spring of 2023, Jessica Ebbighausen’s career hopes were fulfilled when she was sworn in as a Rutland City Police officer, and Whereas, the excitement and professional satisfaction of serving on one of Vermont’s largest municipal police forces ended tragically on July 7, 2023, when Jessica Ebbighausen was driving a police cruiser and a driver traveling in the opposite direction, allegedly attempting to flee from the police, collided with her vehicle, abruptly ending her life, and Whereas, at a well-attended funeral, at which Governor Phil Scott was present, many persons paid their respects to the first Rutland City Police officer killed in the line of duty,
and Whereas, members of the current Rutland High School field hockey team held a remembrance ceremony near the team’s favorite tree, and a plaque will be placed at this location as a permanent memorial, now therefore be it Resolved by the Senate and House of Representatives:
That the General Assembly expresses its sincere condolences to the family of Rutland City Police Officer Jessica Marie Ebbighausen, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to
the family of Jessica Ebbighausen and to the Rutland City Police Department.
