8 Statement of purpose of bill as introduced: This bill proposes to prohibit for-
9 profit entities from purchasing health care facilities in Vermont and would
10 provide authority for the State Auditor to review the budgets of all entities
11 regulated by the Green Mountain Care Board. It would require prompt
12 payment of medical claims, regulate pay-per-performance models, and limit
13 certain insurer practices. The bill would seek to address consumer confusion
14 regarding the marketing and use of Medicare Advantage plans and would
15 direct Vermont’s Attorney General to take legal action against the federal
16 government regarding both traditional Medicare and Medicare Advantage
17 plans. The bill would also direct Vermont’s Attorney General to take legal
18 action against the federal government over certain aspects of federal health
19 care reform initiatives. And the bill would direct the allowable uses of excess
20 revenues generated by nonprofit entities in the health care sector and would
21 limit the collection and use of patient data.
