No. R-204. House concurrent resolution honoring Dr. David Winfield Butsch for a half century of meritorious medical, civic, and humanitarian leadership in central Vermont and internationally.

Offered by: Representatives Dolan of Waitsfield and Goslant of Northfield Whereas, the mission of physicians is to heal their patients, and, for half a century, Dr.
David (Dick) Butsch, a central Vermont surgeon, magnificently performed this role, and Whereas, a Buffalo native, he graduated cum laude from Princeton University, earned his M.D. degree at Case Western Reserve School of Medicine in Cleveland, Ohio, and completed an internship and surgical residency in New York City at Roosevelt Hospital,
and Whereas, for his military service as a surgeon at the U.S. Naval Hospital in Da Nang,
Vietnam (then known as South Vietnam), that country’s government honored him for his dedication and great humanitarian deeds, and the U.S. Government awarded him a U.S.
Presidential Commendation Medal, and Whereas, in 1973, Dr. Dick Butsch arrived in central Vermont, along with his Roosevelt Hospital colleagues, Dr. David Angstreich and Dr. Bill Segal, to start a joint surgical practice, and Whereas, professionally, aside from his many organizational memberships, he served as Vice Chair and Acting Chair of the Board of Medical Practice, as an American Medical Association Vermont delegate, and as a clinic instructor in surgery at the University of
Vermont Medical School, and Whereas, during his 15 years serving as the Central Vermont Memorial Civic Center President, Dr. Dick Butsch, himself an ice hockey player, was a primary advocate and leader in the successful effort to construct the Capital City’s combined indoor ice skating rink and fieldhouse, and Whereas, his humanitarianism inspired Dr. Dick Butsch to volunteer repeatedly for surgical missions in India, and Whereas, this generous, thoughtful, and family-oriented Vermonter has concluded an
extraordinary medical career and created an admirable record of community service, now therefore be it Resolved by the Senate and House of Representatives:
That the General Assembly honors Dr. David Winfield Butsch for a half century of
meritorious medical, civic, and humanitarian leadership in central Vermont and internationally, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to
Dr. Dick Butsch.
