18 Statement of purpose of bill as introduced: This bill proposes to make several
19 amendments to 16 V.S.A. § 568 (school branding). Specifically, the bill
20 proposes to:

1 (1) address the power imbalance between a school district’s access to
2 legal counsel and a private individual’s or group’s access to legal counsel;
3 (2) require the Agency of Education to respond to a complaint related to
4 school branding within a specific time frame;
5 (3) allow the Agency of Education to withhold public education funding
6 if a school district fails to comply with the school branding requirements
7 contained in 16 V.S.A. § 568; and
8 (4) create a process for appeal from a decision of the Secretary of
9 Education.
