13 Statement of purpose of bill as introduced: This bill proposes to expand the
14 Department of Corrections’ earned time program to included credit for all
15 eligible offenders who obtain a higher education degree or other credential
16 awarded by an accredited institution of higher education as designated by the
17 Department of Corrections. The bill proposes that offenders shall earn a
18 reduction in term of six months for obtaining a certificate or other credential
19 that requires completion of at least 30 credit hours; a reduction of one year for
20 an associate degree or a baccalaureate degree; a reduction of 18 months for a
21 master’s degree; and a reduction of two years for a doctoral degree. The bill VT LEG #373172 v.1

1 also proposes that any savings the Department of Corrections incurs from
2 reducing incarceration resulting from this new earned time program shall be
3 included in the Agency of Education’s proposed budget to support Vermont
4 institutions of higher education.
