6 Subject: Public safety; control of animals running at large; required fence
7 Statement of purpose of bill as introduced: This bill would amend the
8 prohibitions on owners of livestock allowing livestock to run at large. The bill
9 would require livestock owners to enclose livestock within a sufficiently
10 maintained fence composed of posts and rails, posts and palings, posts and
11 planks or palisades, posts and wire, rails alone, or post and electrified wire. If
12 livestock were to escape from a fence or run at large, the owner of the
13 livestock would be subject to a criminal penalty in the Judicial Bureau of up to
14 $500.00 per animal for a first offense and up to $1,500.00 per animal for a
15 second or subsequent offense. The bill also would authorize a law
16 enforcement officer or the Agency of Agriculture, Food and Markets to
17 enforce the requirements to enclose livestock and prevent the running at large
18 of livestock. In addition, the bill would provide that the owner of livestock
19 shall be liable for all damages caused by livestock running at large.
