6 Subject: Transportation; highways; speed bumps; speed humps
7 Statement of purpose of bill as introduced: This bill proposes to prohibit the
8 installation of speed bumps and speed humps unless the Agency of
9 Transportation or municipality with jurisdiction over the public highway
10 determines that there is no other traffic calming alternative and complies with
11 the Manual on Uniform Traffic Control Devices.

13 It is hereby enacted by the General Assembly of the State of Vermont:
14 Sec. 1. 23 V.S.A. § 1126b is added to read:
15 § 1126b. INSTALLING SPEED BUMPS AND SPEED HUMPS
16 PROHIBITED
17 (a) No person shall install a speed bump, speed hump, or other traffic
18 calming device within the traveled way, shoulder, or sidewalk of a public
19 highway.

1 (b) Notwithstanding subsection (a) of this section, an employee in the
2 performance of official duties or other person authorized by the Agency of
3 Transportation, in the case of State highways, or selectboard, in the case of
4 town highways, may install or replace a speed bump or speed hump on a State
5 highway or town highway, as applicable, if the following conditions are met:
6 (1) the Agency of Transportation or selectboard of the municipality, as
7 applicable, determines that there is no other appropriate traffic calming
8 measure; and
9 (2) the Agency of Transportation or selectboard complies with the
10 Manual on Uniform Traffic Control Devices (MUTCD) standards with respect
11 to the speed bump or speed hump.
12 (c) Speed bumps and speed humps that were installed before July 1, 2024
13 and that comply with the MUTCD may remain after July 1, 2024, but shall not
14 be replaced with a speed bump or speed hump except in accordance with
15 subsection (b) of this section.
16 Sec. 2. EFFECTIVE DATE
17 This act shall take effect on July 1, 2024.
