7 Statement of purpose of bill as introduced: This bill proposes to change the
8 rates for net metering customers from being utility specific to being the same
9 statewide.
10 An act relating to net metering rates
11 It is hereby enacted by the General Assembly of the State of Vermont:
12 Sec. 1. 30 V.S.A. § 8010 is amended to read:
13 § 8010. SELF-GENERATION AND NET METERING
14 (a) A customer may install and operate a net metering system in accordance
15 with this section and the rules adopted under this section.
16 (b) A net metering customer shall pay the same rates, fees, or other
17 payments and be subject to the same conditions and requirements as all other
18 purchasers from the interconnecting retail electricity provider in the same rate-
19 class, except as this section or the rules adopted under this section may VT LEG #373194 v.1

1 provide, and except for appropriate and necessary conditions approved by the
2 Commission for the safety and reliability of the electric distribution system.
3 (c) In accordance with this section, the Commission shall adopt and
4 implement rules that govern the installation and operation of net metering
5 systems.

7 (5) Each retail electricity provider shall implement net metering in its
8 service territory through a rate schedule that is consistent with this section and
9 the rules adopted under this section and is approved by the Commission.

11 Sec. 2. EFFECTIVE DATE
12 This act shall take effect on July 1, 2024.
