7 Statement of purpose of bill as introduced: This bill proposes to implement a
8 radon test kit pilot program in one or two counties of the State where there is
9 either significant granite underlying bedrock or a high prevalence of lung
10 cancer, or both.
11 An act relating to the radon test kit pilot program
12 It is hereby enacted by the General Assembly of the State of Vermont:
13 Sec. 1. RADON TEST KIT PILOT PROGRAM
14 (a) The Department of Health shall select one or two counties where there
15 is either significant granite underlying bedrock or a high prevalence of lung
16 cancer, or both. The Department shall distribute radon test kits to homeowners
17 in the selected county or counties free of charge to the homeowner.
18 Homeowner participation is voluntary. The Department shall ensure that
19 homeowners choosing to utilize the radon test kit may return it to the
20 Department free of charge to the homeowner.

1 (b)(1) Upon receiving a radon test kit from a homeowner, the Department
2 shall determine, or cause to be determined, the results of the test. The
3 Department shall send individualized test results to each participating
4 homeowner in the selected county or counties.
5 (2) The Department shall aggregate the test results of those homeowners
6 in the selected county or counties in a manner that uses neither the name or
7 address of the homeowner, nor any other identifying information. The
8 Department shall compare the aggregated data with the incidence of lung
9 cancer in the selected county or counties to determine what, if any, remedial
10 actions should be taken.
11 (c) On or before January 1, 2026, the Department shall submit a report to
12 the House Committees on Health Care and on Human Services and to the
13 Senate Committee on Health and Welfare analyzing the results of the pilot
14 program established by this section and containing recommendations for any
15 future legislative actions.
16 Sec. 2. EFFECTIVE DATE
17 This act shall take effect on July 1, 2024.
