7 Statement of purpose of bill as introduced: This bill proposes to impose term
8 limits on legislative and executive offices.
9 An act relating to legislative and executive term limits
10 It is hereby enacted by the General Assembly of the State of Vermont:
11 Sec. 1. 2 V.S.A. § 24 is added to read:
12 § 24. LIMITATIONS ON TERMS OF OFFICE
13 (a) Notwithstanding any provision of law to the contrary, consecutive terms
14 in office are limited as follows:
15 (1) State Senator. An individual shall not serve more than five two-year
16 consecutive terms as a member of the State Senate.
17 (2) State Representative. An individual shall not serve more than five
18 consecutive terms as a member of the State House of Representatives.
19 (b) An individual who is prohibited from holding an office because of
20 meeting the term limits described in subsection (a) of this section shall be

1 entitled to hold another office for which the individual has not met the term
2 limit.
3 Sec. 2. 3 V.S.A. chapter 73 is added to read:
4 CHAPTER 73. TERM LIMITATION FOR EXECUTIVE OFFICERS
5 § 6051. LIMITATIONS ON TERMS OF OFFICE
6 (a) Notwithstanding any provision of law to the contrary, consecutive terms
7 in office are limited as follows:
8 (1) Attorney General. An individual shall not serve more than four two-
9 year consecutive terms as Attorney General.
10 (2) Governor. An individual shall not serve more than five two-year
11 consecutive terms as State Governor.
12 (3) Secretary of State. An individual shall not serve more than five two-
13 year consecutive terms as Secretary of State.
14 (4) State Auditor. An individual shall not serve more than four two-year
15 consecutive terms as State Auditor.
16 (5) State Treasurer. An individual shall not serve more than four two-
17 year consecutive terms as State Treasurer.
18 (b) An individual who is prohibited from holding an office because of
19 meeting the term limits described in subsection (a) of this section shall be
20 entitled to hold another office for which the individual has not met the term
21 limit.

1 Sec. 3. RETROACTIVITY OF TERM LIMITS
2 All term limits described in 2 V.S.A. § 24 and 3 V.S.A. § 6051 shall be
3 applied retroactively. An individual who has exceeded the term of that
4 individual’s office may serve the remainder of that term, but shall not seek
5 reelection for that same office.
6 Sec. 4 EFFECTIVE DATE
7 This act shall take effect on July 1, 2024.
