emergency housing transition benefit Statement of purpose of bill as introduced: This bill proposes to require the Department for Children and Families to implement a residency requirement for participation in the General Assistance Emergency Housing Program and the emergency housing transition benefit.
An act relating to establishing a residency requirement for the General Assistance Emergency Housing Program and the emergency housing transition benefit It is hereby enacted by the General Assembly of the State of Vermont:
Sec. 1. RULEMAKING; GENERAL ASSISTANCE EMERGENCY
HOUSING PROGRAM; EMERGENCY HOUSING TRANSITION
BENEFIT
The Department for Children and Families shall amend the following rules pursuant to 3 V.S.A. chapter 25 to ensure that the General Assistance Emergency Housing Program and the emergency housing transition benefit VT LEG #372730 v.1

established by 2023 Acts and Resolves No. 81, Secs. 5–10 requires program and benefit participants to have resided in Vermont for at least one year prior to program or benefit participation:
(1) Department for Children and Families, General Assistance (CVR 13-
170-260); and
(2) the successor to Department for Children and Families, Emergency Rule on Emergency Housing Transition Benefit or any substantially similar rule in effect at the time of this act’s passage.
Sec. 2. EFFECTIVE DATE
This act shall take effect on passage.
