5 Subject: Alcoholic beverages; enforcement; universal compliance checks for
6 alcoholic beverage licensees
7 Statement of purpose of bill as introduced: This bill proposes to require the
8 Division of Liquor Control to perform regular compliance checks of alcoholic
9 beverage licensees.
10 An act relating to compliance checks by the Division of Liquor Control
11 It is hereby enacted by the General Assembly of the State of Vermont:
12 Sec. 1. 7 V.S.A. § 591 is added to read:
13 § 591. SALE OF ALCOHOLIC BEVERAGES TO MINORS;
14 COMPLIANCE CHECKS
15 The Division of Liquor Control shall perform compliance checks of each
16 first-, second-, third-, and fourth-class licensee to determine whether the
17 licensee is complying with section 589 of this chapter. Each licensee shall be
18 subject to a compliance check at minimum once every two years of licensure.
19 Sec. 2. APPROPRIATION
20 The sum of $200,000.00 is appropriated from the General Fund to the VT LEG #373292 v.1

1 Department of Liquor and Lottery in fiscal year 2025 for the purpose of
2 supporting Division of Liquor Control enforcement of 7 V.S.A. § 591.
3 Sec. 3. EFFECTIVE DATE
4 This act shall take effect on July 1, 2024.
