15 Statement of purpose of bill as introduced: This bill proposes to allow
16 individuals experiencing homelessness and any individuals 22 years of age or
17 younger who were placed in foster care by a child-placing agency to acquire
18 vital records, nondriver.

1 It is hereby enacted by the General Assembly of the State of Vermont:
2 Sec. 1. 18 V.S.A. § 5017 is amended to read:
3 § 5017. FEES FOR COPIES
4 (a) For a certified copy of a vital event certificate, the fee shall be $10.00.
5 (b) The State Registrar shall waive the fee for a certified copy of a vital
6 event certificate issued to a person experiencing homelessness or to any
7 individual 24 years of age or younger who was placed in a foster home or
8 residential child care facility by a child-placing agency.
9 Sec. 2. 23 V.S.A. § 115 is amended to read:
10 § 115. NONDRIVER IDENTIFICATION CARDS
11 ***
12 (n) Notwithstanding subsection (a) of this section, the two-year fee
13 required to be paid the Commissioner for issuing a nondriver identification
14 card to an individual who is experiencing homelessness and submits an
15 affidavit of homeless status, or any individual under 22 years of age who was
16 placed in a foster home or residential child care facility by a child-placing
17 agency, shall be $0.00.
18 Sec. 3. 23 V.S.A. § 608 is amended to read:

1 (c) An individual who is experiencing homelessness and submits an
2 affidavit of homeless status, or any individual under 22 years of age who was
3 placed in a foster home or residential child care facility by a child-placing
4 agency, shall be provided with an operator’s privilege card or junior operator’s
5 privilege card for a fee of $0.00.
6 Sec. 4. EFFECTIVE DATE
7 This act shall take effect on July 1, 2024.
