10 Statement of purpose of bill as introduced: This bill proposes to require
11 municipalities to publicly post all employment vacancies.
12 An act relating to the posting of municipal employment vacancies
13 It is hereby enacted by the General Assembly of the State of Vermont:
14 Sec. 1. 24 V.S.A. § 1123 is added to read:
15 § 1123. POSTING OF EMPLOYMENT VACANCIES
16 (a) Notwithstanding any rule to the contrary adopted pursuant to
17 section 1121 of this subchapter, a municipality shall publicly post notice of any
18 employment vacancy:
19 (1) in the office of the municipal clerk;
20 (2) either:

1 (A) on the municipal website; or
2 (B) with an online employee recruiting service that is accessible by
3 members of the general public; and
4 (3) with the Vermont Department of Labor’s job bank.
5 (b) All posted employment vacancies shall include the following
6 information:
7 (1) the job title;
8 (2) any required skills, training, competencies, or experience;
9 (3) the compensation or range of compensation;
10 (4) the date on which the application period will begin; and
11 (5) the date on which the application period will end, which shall not be
12 fewer than 10 calendar days after the application period begins.
13 (c) As used in this section, “range of compensation” means the minimum
14 and maximum annual salary or hourly wage for a position of employment.
15 Sec. 2. EFFECTIVE DATE
16 This act shall take effect on July 1, 2024.
