6 Statement of purpose of bill as introduced: This bill proposes to amend the
7 requirement under 16 V.S.A. § 1432 that schools provide students access to
8 menstrual products by requiring school districts and approved independent
9 schools to provide menstrual products in all gender-neutral bathrooms and
10 bathrooms designated for female students that are generally used by students
11 who are eight years of age or older.

13 It is hereby enacted by the General Assembly of the State of Vermont:
14 Sec. 1. 16 V.S.A. § 1432 is amended to read:
15 § 1432. MENSTRUAL PRODUCTS
16 (a) By enacting this statute, the General Assembly intends to ensure that all
17 students attending a public school or an approved independent school have
18 access to menstrual products at no cost and without having to request them.

1 (b)(1) A school district and an approved independent school shall make
2 menstrual products available at no cost for each school within the district or
3 under the jurisdiction of the board of the independent school in:
4 (A) a majority of all gender-neutral bathrooms and bathrooms
5 designated for female students that are generally used by students who are
6 eight years of age or older; and
7 (B) the school nurse’s office.
8 (2) The school district or independent school, in consultation with the
9 school nurse who provides services to the school, shall determine which of the
10 gender-neutral bathrooms and bathrooms designated for female students to
11 stock with menstrual products and which brands to use.
12 (c) School districts and approved independent schools shall bear the cost of
13 supplying menstrual products and may seek grants or partner with a nonprofit
14 or community-based organization to fulfill this obligation.
15 Sec. 2. EFFECTIVE DATE
16 This act shall take effect on July 1, 2024.
