13 certain veterans from paying town fees to acquire a license to peddle or vend

1 It is hereby enacted by the General Assembly of the State of Vermont:
2 Sec. 1. 24 V.S.A. § 2291 is amended to read:
3 § 2291. ENUMERATION OF POWERS
4 For the purpose of promoting the public health, safety, welfare, and
5 convenience, a town, city, or incorporated village shall have the following
6 powers:
7 ***
8 (9) To license or regulate itinerant vendors, peddlers, door-to-door
9 salesmen, and those selling goods, wares, merchandise, or services who engage
10 in a transient or temporary business, or who sell from an automobile, truck,
11 wagon, or other conveyance, excepting persons selling fruits, vegetables, or
12 other farm produce. Notwithstanding the authority in this subdivision, no fees
13 shall be charged to a resident of the State who is an honorably discharged
14 veteran of the U.S. Armed Forces or is a veteran of the U.S. Armed Forces
15 released from active duty under honorable conditions.

17 Sec. 2. TRANSITION; SUPERSEDED AUTHORITY AND ORDINANCES
18 The amendments contained in Sec. 1 of this act shall supersede any
19 conflicting municipal charter provision, ordinance, bylaw, or other duly
20 adopted municipal peddler fee provision in effect prior to July 1, 2024.

1 Sec. 3. EFFECTIVE DATE
2 This act shall take effect on July 1, 2024.
