7 Subject: Health; Green Mountain Care Board; regulatory oversight; hospital
8 budget review
9 Statement of purpose of bill as introduced: This bill proposes to require that
10 the Green Mountain Care Board consider spending on all categories of
11 providers in the health care sector when evaluating hospital budgets in order to
12 support coordination across the system of care, regulate hospital prices,
13 support operating efficiency requirements, enable the Board to identify
14 additional opportunities to control growth in health care spending, and enable
15 the Board to report on the status of affordability, access, and quality in
16 Vermont’s health care system. The bill would support a new analyst position
17 on the Board’s hospital systems finance team and provide funding for at least
18 two independent annual audits to help the Board determine compliance with
19 and implementation of its hospital budget orders and assist the Board with
20 accounting matters related to its regulatory duties.
