8 Statement of purpose of bill as introduced: This bill proposes to state that
9 because access to reproductive health care services and gender-affirming
10 health care services is a legal right in Vermont, the State shall not recognize
11 the law of another state that authorizes the removal of a child from a parent
12 because that parent allowed the child to access such health care services.
13 An act relating to recognition of foreign laws concerning parental rights and
14 legally protected health care
15 It is hereby enacted by the General Assembly of the State of Vermont:
16 Sec. 1. 15 V.S.A. § 1062a is added to read:
17 § 1062a. GENDER-AFFIRMING CARE
18 Access to reproductive health care services and gender-affirming health
19 care services is a legal right in this State. A law of another state that authorizes

1 the parent’s child to access reproductive health care services or gender-
2 affirming health care services shall not be enforced or applied in a case
3 pending in this State.
4 Sec. 2. EFFECTIVE DATE
5 This act shall take effect on passage.
