6 Statement of purpose of bill as introduced: This bill proposes to require the
7 Agencies of Education and of Commerce and Community Development and
8 the Department of Labor, in consultation with Vermont’s public and private
9 postsecondary education institutions, to issue a report to the General Assembly
10 on the postgraduation career and settlement behaviors of students attending
11 Vermont colleges and universities.
12 An act relating to a report on the postgraduation career and settlement
13 behaviors of students attending Vermont colleges and universities
14 It is hereby enacted by the General Assembly of the State of Vermont:
15 Sec. 1. POSTGRADUATION CAREER AND SETTLEMENT
16 BEHAVIORS OF STUDENTS ATTENDING VERMONT
17 POSTSECONDARY INSTITUTIONS; REPORT
18 (a) On or before July 1, 2025, the Agencies of Education and of Commerce
19 and Community Development and the Department of Labor, in consultation
20 with Vermont’s public and private postsecondary education institutions, shall VT LEG #372768 v.1

1 issue a written report to the General Assembly on the postgraduation career
2 and settlement behaviors of students attending Vermont colleges and
3 universities. At a minimum, the report shall include:
4 (1) an analysis and discussion of why Vermont is dead last in the
5 country in percentage of college students who graduate from Vermont-based
6 higher education institutions and stay in Vermont; and
7 (2) a comprehensive plan to increase the percentage of Vermont
8 graduates who plan to live and work in Vermont for at least five years post
9 graduation, which shall include the following initiatives:
10 (A) better college-career pipelines between higher education
11 institutions and employers in Vermont;
12 (B) expanded career counseling and career development services on
13 campuses, focused on Vermont industries and companies;
14 (C) increased campus-community ties through service, cultural
15 exchanges, and other community initiatives; and
16 (D) incentives, including preferential or streamlined pathways to
17 licensure for graduating students.
18 (b) In preparing this report, the entities listed in subsection (a) of this
19 section shall have the administrative and technical support of the Agency of
20 Education.

1 Sec. 2. EFFECTIVE DATE
2 This act shall take effect on July 1, 2024.
