6 Subject: Conservation and development; waste management; trichloroethylene
7 Statement of purpose of bill as introduced: This bill proposes to ban the use of
8 the chemical trichloroethylene as a vapor degreaser, an intermediate chemical
9 to produce other chemicals, a refrigerant, or an extraction solvent or in any
10 other manufacturing or industrial cleaning process or use.
11 An act relating to prohibiting the use of trichloroethylene
12 It is hereby enacted by the General Assembly of the State of Vermont:
13 Sec. 1. 10 V.S.A. § 6621 is added to read:
14 § 6621. PROHIBITION ON USE OF TRICHLOROETHYLENE
15 (a) As used in this section:
16 (1) “Extraction solvent” means a solvent used to separate a specific
17 substance from a mixture.
18 (2) “Refrigerant” means a chemical that is used as a heat carrier in a
19 cooling mechanism and that changes from liquid to gas and back again in the
20 refrigeration cycle.

1 (3) “Trichloroethylene” means a chemical with the Chemical Registry
2 Abstract Services Number of 79-01-6.
3 (4) “Vapor degreaser” means a substance boiled to a vapor that
4 condenses onto metal parts, causing beading and dripping, and that removes
5 contaminants from the parts.
6 (b) A person shall not use trichloroethylene as a vapor degreaser, an
7 intermediate chemical to produce other chemicals, a refrigerant, or an
8 extraction solvent or in any other manufacturing or industrial cleaning process
9 or use.
10 Sec. 2. EFFECTIVE DATE
11 This act shall take effect on July 1, 2026.
