17 Statement of purpose of bill as introduced: This bill proposes to address the
18 transportation concerns of rural Vermonters related to sufficient access,
19 including to health care, employment, housing, child care, substance misuse
20 treatment, and flood recovery resources, and the financial viability of rural
21 public transit providers by implementing a public transit service model based VT LEG #373033 v.1

1 on the benefit and risk assessment required under 2023 Acts and Resolves No.
2 62, Sec. 16 that provides sufficient and appropriate public transit service to
3 rural Vermonters, is sustainable by rural public transit providers, and fully
4 utilizes Medicaid reimbursements, as applicable, and other available federal
5 funding. This bill also proposes to consider and, if practicable, establish and
6 fund the Mobility for All Pilot Program through Rural Community
7 Transportation, Inc.
