5 Subject: Utilities; electric; statewide grid resilience plan; study
6 Statement of purpose of bill as introduced: This bill proposes to require the
7 Vermont Climate Action Office, in consultation with the Department of Public
8 Service, to study the costs and benefits of implementing a statewide grid
9 resilience plan applicable to all Vermont electric utilities that would reduce
10 impacts due to extreme weather and natural disasters.
11 An act relating to a study of a statewide grid resilience plan
12 It is hereby enacted by the General Assembly of the State of Vermont:
13 Sec. 1. STATEWIDE GRID RESILIENCE PLAN; STUDY
14 The Vermont Climate Action Office, in consultation with the Department of
15 Public Service, shall study the costs and benefits of implementing a statewide
16 grid resilience plan that would reduce impacts due to extreme weather and
17 natural disasters. As such, the plan would require the participation of all
18 Vermont electric utilities and would include measures such as undergrounding
19 and storm-hardening of electric lines as well as the deployment of energy
20 storage through batteries and microgrids, pursuant to an incremental VT LEG #373255 v.2

1 implementation schedule and financing mechanism recommended by the
2 Office. The Office shall submit its findings and recommendations to the
3 General Assembly on or before January 1, 2025.
4 Sec. 2. EFFECTIVE DATE
5 This act shall take effect on passage.
