6 Subject: Health; deaths, burials, autopsies; historical review
7 Statement of purpose of bill as introduced: This bill proposes to require the
8 Division for Historic Preservation of the Agency of Commerce and
9 Community Development to conduct (1) an archaeological review to make an
10 official record of the location of the Vermont State Hospital cemetery
11 established in 1892 and to attempt to identify the number of persons whose
12 remains are buried there; (2) a preliminary archaeological review on the
13 presence of additional burial sites on the grounds of the Vermont State
14 Hospital as it existed in 1915 to determine whether, based on written and oral
15 records, there are additional burial sites and to report the findings to the
16 General Assembly; and (3) a survey of all State institutions, including
17 correctional and human service facilities, to assess whether any residents of
18 those facilities might have been buried on the grounds of such institutions and
19 to make recommendations to the General Assembly regarding any further
20 research needed.
