8 Statement of purpose of bill as introduced: This bill proposes to authorize the
9 legislative body of a municipality to adopt an ordinance that prohibits the
10 possession of firearms in a municipal building.
11 An act relating to ordinances governing the possession of firearms in a
12 municipal building
13 It is hereby enacted by the General Assembly of the State of Vermont:
14 Sec. 1. 24 V.S.A. § 2291 is amended to read:
15 § 2291. ENUMERATION OF POWERS
16 For the purpose of promoting the public health, safety, welfare, and
17 convenience, a town, city, or incorporated village shall have the following
18 powers:

1 (8)(A) To regulate or prohibit the use or discharge, but not possession,
2 of firearms within the municipality or specified portions thereof, provided that
3 an ordinance adopted under this subdivision shall be consistent with section
4 2295 of this title and shall not prohibit, reduce, or limit discharge at any
5 existing sport shooting range, as that term is defined in 10 V.S.A. § 5227.
6 (B) Notwithstanding subdivision (A) of this subdivision (8), the
7 legislative body of a municipality may adopt an ordinance that prohibits the
8 possession of a firearm within a municipal building or portion of a municipal
9 building. The ordinance may exempt law enforcement officers, security
10 personnel, or similar officers from the prohibition on firearm possession within
11 a municipal building.

13 Sec. 2. EFFECTIVE DATE
14 This act shall take effect on July 1, 2024.
