10 Subject: Education; harassment, hazing, and bullying
11 Statement of purpose of bill as introduced: This bill proposes to amend the
12 definition of harassment under 16 V.S.A. ยง 11(a)(26) and the corresponding
13 policies and procedures required under 16 V.S.A. chapter 9, subchapter 5, so as
14 to not require a finding that conduct need be severe or pervasive to constitute
15 harassment. This bill also proposes to increase staffing and funding for the
16 Agency of Education to hear and investigate complaints of harassment, hazing,
17 and bullying, as well as to coordinate mandatory anti-harassment, hazing, and
18 bullying training on a regional level through Vermont public and independent
19 schools.
