Act No. 75 (H. 482). An act relating to Vermont Criminal Justice Council
recommendations for law enforcement officer training
Subjects: Internal security and public safety; Vermont Criminal Justice Council;

This act repeals the fixed hours of training required for fair and impartial policing
training. It requires the Vermont Criminal Justice Council to report to the House
Committee on Government Operations and Military Affairs and the Senate Committee on
Government Operations by January 15, 2024 on the transition from using fixed hours for
fair and impartial policing training to using improved competency as a measure of
completed training. It similarly repeals the statutory requirements for Advanced
Roadside Impaired Driving Enforcement training and directs the Vermont Criminal
Justice Council to instead adopt rules pertaining to those training requirements. It also
requires law enforcement agencies to collect data for the date, time, and location of
roadside stops. It requires an executive law enforcement officer when hiring a law
enforcement officer to contact all of the applicant’s former law enforcement agencies. It
also extends the deadline for the Vermont Criminal Justice Council to adopt rules
regarding alternate routes to law enforcement officer certification to July 1, 2025.
