5 Subject: Municipal government; town clerks; notice of cybersecurity breach
6 Statement of purpose of bill as introduced: This bill proposes to require the
7 clerk of a municipality to notify the Agency of Digital Services whenever a
8 cybersecurity breach has affected a system used by the municipality to provide
9 municipal services.
10 An act relating to requiring municipalities to provide notice of a
11 cybersecurity breach
12 It is hereby enacted by the General Assembly of the State of Vermont:
13 Sec. 1. 24 V.S.A. § 1180 is added to read:
14 § 1180. CYBERSECURITY BREACH; NOTICE TO AGENCY OF
15 DIGITAL SERVICES
16 Within 24 hours of a cybersecurity breach that affects a system used by a
17 municipality to provide municipal services, the clerk of the municipality shall
18 notify the Agency of Digital Services of the breach and any service
19 interruptions caused by the breach.

2 This act shall take effect on July 1, 2023.
