6 Statement of purpose of bill as introduced: This bill proposes to name the
7 State office building located at 133 State Street in Montpelier after former
8 Governor Philip H. Hoff.
9 An act relating to naming the State office building located at 133 State
10 Street in Montpelier
11 It is hereby enacted by the General Assembly of the State of Vermont:
12 Sec. 1. FINDINGS AND INTENT
13 (a) The General Assembly finds that:
14 (1) The building located at 133 State Street in Montpelier was purchased
15 by the State of Vermont in 1960 to be used for offices for a growing State
16 government.
17 (2) Philip Henderson Hoff was elected Governor of the State of
18 Vermont in 1962.
19 (3) Governor Hoff served as Governor for three terms during a period of
20 many changes in Vermont and the nation.

1 (4) Governor Hoff believed in a strong role for State government and
2 oversaw the expansion of State government services for the people of
3 Vermont.
4 (5) The first master plan for the Capital Complex, which included using
5 the building located at 133 State Street, was created in 1966 during Governor
6 Hoff’s second term.
7 (6) Governor Hoff passed away on April 26, 2018.
8 (7) The building located at 133 State Street continues to house State
9 offices in the Capital Complex.
10 (b) It is the intent of the General Assembly to honor the late Governor Hoff
11 by naming the State office building located at 133 State Street in Montpelier
12 after him.
13 Sec. 2. 29 V.S.A. § 821(a) is amended to read:
14 (a) State buildings.
15 (1) “Asa Bloomer State Office Building” shall be the name of the
16 building now known as the “Hulett” office building in the city of Rutland.

18 (16) “Philip H. Hoff State Office Building” shall be the name of the
19 State office building at 133 State Street in Montpelier.
20 Sec. 3. EFFECTIVE DATE
21 This act shall take effect on July 1, 2023.
