Act No. 172 (H.173). An act relating to prohibiting manipulating a child for the purpose of
sexual contact
Subjects: Crimes; luring a child
This act prohibits manipulation of a child for the purpose of sexual contact by
amending the statutes pertaining to luring a child and sexual exploitation of a minor. The
sexual exploitation of a minor statute is to address cases where the child is of the age to
consent to sex (16 years of age), but the conduct is prohibited because of the
relationship/age difference between the child and actor. So, for purposes of
manipulation, the luring statute will be used if the child is under 16 years of age and the
exploitation stature used if child is 16 or 17 years of age.
