Act No. 70 (H. 175). An act relating to modernizing the Children and Family Council for
Prevention Programs
Subjects: Juvenile justice; allocation of federal money
This act amends the Children and Family Council for Prevention Programs to comply
with the core requirements of the federal Juvenile Justice and Delinquency Prevention
Act of 1973 as reauthorized and amended by the Juvenile Justice Reform Act of 2018.
Specifically, the group is renamed the Council for Equitable Youth Justice and increases
the number of members from 21 to 25 who are appointed by the Governor and confirmed
by the Senate. The act also requires the Council to develop a State juvenile justice plan
with the Department for Children and Families (“DCF”) every three years and submit a
report every two years to the Governor, the Joint Legislative Justice Oversight
Committee, and DCF describing its efforts to comply with the requirements of the
governing federal law.
Effective Date: July 1, 2023.
