Act No. 13 (S. 3). An act relating to prohibiting paramilitary training camps
Subjects: Crimes; paramilitary training camps
This act creates a new crime prohibiting both instruction in paramilitary training and
assembling with one or more other persons to receive instruction in paramilitary training.
For purposes of the act, paramilitary training means teaching or being taught in the use,
application, or making of a firearm, explosive, or incendiary device capable of causing
injury or death, if the person doing or receiving the teaching knows or reasonably should
know that the teaching is intended to be used in a civil disorder. The act also authorizes
the Attorney General or a State’s Attorney to being a civil enforcement action in court if
there is reason to believe a violation of the new paramilitary training law is occurring or
is about occur. If a civil enforcement action is brought, the act authorizes courts to issue
temporary or permanent injunctions ordering that the unlawful paramilitary training be
stopped.
