6 Statement of purpose of bill as introduced: This bill proposes to require that
7 the Commissioner of Public Service create an online database for residential
8 and commercial buildings and certifications of compliance with energy
9 standards.
10 An act relating to an online database, buildings, and compliance with
11 energy standards
12 It is hereby enacted by the General Assembly of the State of Vermont:
13 Sec. 1. 30 V.S.A. § 54 is amended to read:
14 § 54. COMPLIANCE PLAN; DATABASE
15 The Commissioner of Public Service:
16 ***
17 (3) Shall build and maintain an online database and registry that:
18 (A) shall list:
19 (i) all residential construction that is subject to the requirements of
20 section 51 of this chapter and that occurs on or after January 1, 2021; and VT LEG #344917 v.1

1 (ii) all commercial buildings that are subject to the requirements
2 of section 53 of this chapter and that are constructed on or after January 1,
3 2021, or with respect to which any local building permit application or
4 application for construction plan approval by the Commissioner of Public
5 Safety pursuant to 20 V.S.A. chapter 173 is submitted on or after January 1,
6 2021;
7 (B) shall allow persons who are required to file a certification
8 pursuant to subsection (f) of section 51 of this chapter or who are required to
9 file a certificate of compliance pursuant to subsection (d) of section 53 to do so
10 online;
11 (C) shall allow any licensed real estate agent to view certifications
12 and determine if certifications have been filed for residential construction or
13 commercial buildings contained in the database; and
14 (D) shall allow a builder or contractor to enter information
15 concerning his or her experience, projects completed, and certifications filed so
16 that a member of the public or a real estate agent can easily locate builders and
17 contractors who have experience in building energy efficient buildings.
18 Sec. 2. EFFECTIVE DATE
19 This act shall take effect on July 1, 2020.
