Department of Housing and Community Development; Affordable and Special Needs Housing program; Virginia Housing Trust Fund Homeless Reduction Grant program; applicant notification. Directs the Department of Housing and Community Development to (i) review all applications for the Affordable and Special Needs Housing program and the Virginia Housing Trust Fund Homeless Reduction Grant program and formally notify each applicant of an award or a denial no later than 90 days after the application submission deadline and (ii) be responsible for providing applicants initial notice of award or denial under such programs prior to any public announcement. Such provisions sunset on July 1, 2027. The bill also requires the Department, in consultation with relevant stakeholders, to develop guidelines that include timely notification of award or denial under such programs.
