Department of Housing and Community Development; powers and duties of Director; a comprehensive statewide housing needs assessment; review of certain parcels. Requires the Department of Housing and Community Development to conduct a review of parcels owned by certain partnerships, corporation, or real estate investment trusts in its comprehensive statewide housing needs assessment conduct at least every five years.
