Photo speed monitoring devices; civil penalties; summons; reports. Requires a second summons for a vehicle speed violation captured by a photo speed monitoring device to be mailed if a summoned person fails to appear on the date of return set out in the first summons mailed. If the summoned person fails to appear after the second summons, the bill requires the court to notify the Commissioner of the Department of Motor Vehicles who shall refuse to issue or renew the vehicle registration certificate or the license plate issued for such vehicle until the required civil penalties and any administrative fees have been paid and any applicable reinstatement processes required by the Department of Motor Vehicles have been completed. The bill redirects civil penalties collected from a summons for such vehicle speed violation issued by the State Police from the Literary Fund to the locality in which such violation occurred to be used for the sole purpose of improving pedestrian safety infrastructure. The bill also increases the frequency of certain reports made by the state and local law-enforcement agencies that place and operate photo speed monitoring devices to the Department of State Police and requires the Department of State Police to maintain on its website a public database of such information reported for each locality and update such information monthly.
