This bill addresses mental health for justice involved individuals. This bill: - amends provisions related to licensing for behavioral health receiving centers to require communication with courts and law enforcement regarding an individual's participation in treatment programs; - requires the Department of Health and Human Services (department) to:study mental health and substance use disorder screening tools used in jails;make recommendations for screening tools; andreport to the Health and Human Services Interim Committee on the outcomes of recommended screening tools; - requires the department to create a standard form for justice involved individuals to consent to disclosure of a mental health disorder or substance use disorder to certain persons, including health care providers, first responders, courts, local health authorities, ivision of Adult Probation and Parole (division); - requires the department to create a statewide list of mental health and substance use disorder treatment services where justice involved individuals may be referred by courts, first responders, jails, health care providers, or the division; - amends provisions related to involuntary commitment and court ordered assisted outpatient treatment for mental illnes - requires chief law enforcement officers or executive officers of each law enforcement agency to report to the State Commission on Criminal and Juvenile Justice on peace officers' compliance with training requirements related to crisis intervention responses; - defines terms; and - makes technical and conforming changes.
