This bill addresses transnational repression by foreign governments and foreign terrorist organizations against individuals in this state.
This bill:
- defines terms, including transnational repression;
- requires the Department of Public Safety to:
establish a training for law enforcement officers regarding transnational repression;create a public awareness campaign regarding transnational repression;create a publicly accessible website and hotline for members of the public to report instances of transnational repression; andreport to the State Commission on Criminal and Juvenile Justice the number of complaints, and the outcomes of those complaints, that the department receives regarding transnational repression to be included in the public safety data portal;
- requires the Utah Board of Higher Education to direct the state's institutions of higher education to provide information on transnational repression to international students and how to report transnational repression to law enforcement;
- creates a criminal penalty enhancement for any crime if the crime is committed by an individual at the direction of a foreign government or an agent of a foreign terrorist organization in order to cause a victim to undertake, or refrain from undertaking, certain conduct; and
- makes technical and conforming changes.Statutes affected:
