This bill addresses oversight of sex offenders on the Sex, Kidnap, and Child Abuse Offender Registry. This bill: - defines terms; - requires local law enforcement agencies to have specific responsibilities for certain sex offenders; - revises definitions concerning a residence for purposes of the Sex, Kidnap, and Child Abuse Offender Registry (registry); - requires the Department of Public Safety (department) to:create a monitoring program for sex offenders who are unable to provide a required residential address to the registry;delegate monitoring oversight responsibility to a local law enforcement agency or to the Division of Adult Probation and Parole; establish a process for a local law enforcement agency or the Division of Adult Probation and Parole to be notified of the need for an arrest warrant for certain sex offenders; anddevelop and provide an online training program for certain individuals who work with sex offenders; - requires specific entities to coordinate with the department regarding the monitoring of, or seeking an arrest warrant for, certain sex offenders; - requires a sex offender to comply with the monitoring program; - creates criminal penalties for a sex offender's failure to comply with the monitoring program; - requires a court to consider and, if the court finds probable cause, issue an arrest warrant for certain sex offenders; - requires the Division of Adult Probation and Parole to have specific responsibilities for certain sex offenders; - provides a presumption for the issuance of an arrest warrant in lieu of a summons for certain sex offenders; and - makes technical and conforming changes.
