This bill directs the attorney general to seek a three-digit dialing code for the National Human Trafficking Hotline.
This bill:
- no later than December 31, 2026, requires the attorney general, in coordination with the Department of Health and Human Services (DHHS), to petition the Federal Communications Commission (FCC) to initiate a rulemaking regarding the designation or use of a three-digit dialing code to access the National Human Trafficking Hotline (hotline);
- if the FCC approves a three-digit dialing code for the hotline:requires DHHS to coordinate with a federal agency and nonprofit entity to support implementation of three-digit access to the hotline; andauthorizes the attorney general to coordinate with telecommunications providers and to conduct public education and outreach regarding the availability of the dialing code; and
- clarifies that the state is not authorized to control numbering resources or require call routing, except as permitted under federal law.
